Oversight visit to Kyzylorda region

The purpose of the visit:
To define the progress and gaps in the implementation of the projects funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (hereinafter - the GFATM).
Objectives are the following:
1. Analysis of the reports  of the GFATM grants sub-recipients for 2012;
2. Meetings with the GFATM grants sub-recipients according to the schedule of meetings (see attachement) and obtaining information on the implementation of the GFATM grant;
3. Meetings with service recipients of the GFATM grant;
4. Discussion of the results of the visit with the principal recipient of the GFATM - SE "Republican Center on Prevention and Control of AIDS" (hereinafter - RC AIDS) and SE "National Center of Tuberculosis Problems";
5. Report preparation with recommendations to address the problems associated with the implementation of the project and the dissemination of best practices for the sub - recipients from other areas;
6. Distribution of the report with the recommendations to all CCM members and other interested agencies;
7. Development of an action plan to monitor the scope of accomplished recommendations to the sub-recipients.
According to the Oversight committee plan, approved by CCM on November 23, 2012, the Oversight visit was held to Kyzylorda region. 
The oversight of grant implementation is one of the important functions of the CCM to ensure that grants are being implemented as planned and reach beneficiaries. Oversight visits involve obtaining an overview of the grant implementation, grant management, partnership in the framework of grants and grants results. The recommendations of the oversight committee should contribute to solving the problems that block the progress of grant implementation and hamper successful realization. 
The Oversight visit members were appointed by the CCM decision of March 04, 2013, taking into accout the GFATM requirements:
1) Roman Gailevich - The Oversight Committee Chairman;
2) Aigul Katrenova - Chief expert of the Ministry of Healthcare of RK, representatve of state authorities;
3) Nurali Amanzholov - President of "Kazakhstan Union of People Living with HIV / AIDS";
4) Ainur Issmailova - technical expert on financial issues;
5) Ryssaldy Demeuova - Coordinator of CCM Secretariat.
At the time of visit to Kyzylorda region the GFATM grant projects had been implemented by two sub-recipients, representing the public sector:
1) SE "Regional Center on Prevention and Control of AIDS" (RC AIDS), is implementing the project "Enhancing access to preventive treatment, care and support for people with HIV / AIDS, particularly for vulnerable groups in civil and penitentiary sectors through an increase in and expansion of government, non-government and private partnerships";
2) SE "Regional TB Dispensary" is implementing the project "Reducing the burden of tuberculosis in Kazakhstan by strengthening the management of drug - resistant TB."
In 2012, the project of the component "HIV / AIDS" was carried out by the sub-recipient PF "AIDS assistance Kyzylorda", which in 2013 refused from grant funding of the Global Fund at its own initiative.
