In line with the Global Fund Board decision as of November 2019, to allocate funds for the period 2020-2022, the Republic of Kazakhstan was allocated US 15,238,497 for HIV, tuberculosis and building resilient and sustainbale systems for health (Allocation Letter). On January 31, 2020, the CCM approved (Minutes of the CCM meeting) the split of funds allocated by the Global Fund between the programs. The Funding Request for obtaining Global Fund funding for HIV component was approved by the CCM decision on June 11, 2020 for the total amount of $ 7,197,500 for the period 2021-2023 (pls. see the Minutes of the CCM meeting dated June 11, 2020).
Since 2014, due to the transition of the Republic of Kazakhstan to the category of upper-middle income countries and low (5%) HIV prevalence among people who inject drugs, Kazakhstan did not meet the Eligibility Requirements of the Global Fund to Fight AIDS, Tuberculosis and Malaria (hereinafter - the Global Fund) and could not apply for a new grant from the Global Fund for the HIV / AIDS component. However, given the current economic situation and an increase of the HIV prevalence among key populations, the Global Fund has decided to allocate funding for Kazakhstan and provided an opportunity to apply for a total of $ 4.5 million for a period of 2018-2020. The funding request in the total amount of $ 4.5 million was approved on May 4, 2017 by the CCM decision (see the Minutes of the CCM meeting as of May 4, 2017).
The CCM has approved the Kazakh Scientific Center of Dermatology and Infectious Diseases of the Ministry of Health of the Republic of Kazakhstan as the Principal Recipient of the grant of the Global Fund to Fight AIDS, Tuberculosis and Malaria (hereinafter - GFATM) for the "HIV" component. The Principal Recipients are directly responsible for implementing the grant. They directly report and provide information on the grant progress to the GFATM Secretariat. The Principal Recipients implement grants in Kazakhstan through their subordinate organizations, as well as sub-recipients. The Funding Request for HIV component for 2021-2023 was developed considering the priority areas of the country, analytical reports: the Global Fund Portfolio analysis, Optima, assessment of HIV programs in the Republic of Kazakhstan (APMG), Country Dialogue data; the Application is fully synchronized with the Comprehensive HIV and STIs Response Plan in the Republic of Kazakhstan, which is now at the stage of approval. The main goal of the GFATM grant for HIV component No. KAZ-H-RAC / 1913 for the period 2021-2023 is to ensure sustainability and continuity of services for key populations (KPs) and people living with HIV (PLHIV) for HIV prevention, care and treatment.
