2022: CCM Work Plan, includes activities in response to the implementation of the Global Fund eligibility criteria
Elections for the CCM Oversight Committee will be announced after February 18, 2022

2021: CCM Oversight plan on implementation of the Oversight function was approved on 1 December 2021.
The CCM Oversight Committee is composed as follows:
  1. Goliusov A.T. – a.i. UNAIDS Regional Director for EECA, expert on management and procurement;
  2. Amanzholov N. Kh. - President of the ALE "Central Asian Association of People Living with HIV", key person living with the disease;
  3. Sauranbaeva M.M. - CCM member, expert on Tuberculosis;
  4. Katrenova A.N. - Chief Expert of the Epidemiological Surveillance of Infectious Diseases Department of the Ministry of Health of the Republic of Kazakhstan, specialist with skills in disease prevention;
  5. Demeuova R. - CCM Secretariat Coordinator (without voting rights, according to the Terms of reference);


2020: CCM Work plan on implementation of the Oversight function was approved on January 31, 2020. (Minutes of the CCM meeting, resolution 7.1.4).
In 2020, the Oversight Committee includes the following members:
  1. Goliusov A.T. – UNAIDS Sub-Regional Director, expert on management and procurement;
  2. Amanzholov N. Kh. - President of the ALE "Kazakhstan Union of People Living with HIV", key person living with the disease;
  3. Sauranbaeva M.M. - CCM member, expert on Tuberculosis;
  4. Katrenova A.N. - Chief expert of the Committee for Quality Control of the Safety of Goods and Services of the Ministry of Healthcare of the Kazakhstan, specialist with skills in disease prevention
  5. Demeuova R. - CCM Secretariat Coordinator (without voting rights, according to the Terms of reference);

2019: CCM Work plan on implementation of the oversight function was approved on January 18, 2019. (Minutes of the CCM meeting, resolution 1.4).
In 2019, following the elections the Oversight Committee includes the following members:
  1. Goliusov A.T. – expert on management and procurement;
  2. Amanzholov N. Kh. - key person living with the disease;
  3. Sauranbaeva M.M. - expert on the disease;
  4. Demeuova R. - CCM Secretariat Coordinator (without voting rights, according to the Terms of reference);

2018: CCM Work plan on implementation of the oversight function, as well as the composition of the Oversight Committee for 2018, was approved on April 12, 2018. (Minutes of the CCM meeting, question 6).
In 2017 the Oversight Committee includes the following members:
  1. Goliusov A.T. – expert on management and procurement;
  2. Amanzholov N. Kh. - key person living with the disease;
  3. Sauranbaeva M.M. - expert on the disease;
  4. Demeuova R. - CCM Secretariat Coordinator (without voting rights, according to the Terms of reference);
  5. Expert on financial issues appointed after results of the competition (without voting rights).

2017: CCM Work plan on implementation of the oversight function, as well as the composition of the Oversight Committee for 2017, was approved on February 24, 2017 (Minutes of the CCM meeting, resolution # 4.4).
In 2017 the Oversight Committee includes the following members:
  1. Goliusov A.T. – expert on management and procurement;
  2. Amanzholov N. Kh. - key person living with the disease;
  3. Sauranbaeva M.M. - expert on the disease;
  4. Demeuova R. - CCM Secretariat Coordinator (without voting rights, according to the Terms of reference);
  5. Expert on financial issues appointed after results of the competition (without voting rights).
2016: CCM Work plan on implementation of the oversight function for 2016 was approved on December 13, 2015.
Oversight visits involve obtaining an overview of the grant implementation and grant management, partnership within the framework of grants and achieved results.
Members of CCM oversight visits were approved by the CCM decision dated as of April 24, 2016, taking into account the updated eligibility requirements of the Global Fund under the New funding model. In 2016 the oversight committee includes the following members:
  1. Goliusov A.T. – expert on management and procurement;
  2. Amanzholov N. Kh. - key person living with the disease;
  3. Sauranbaeva M.M. - expert on the disease;
  4. Demeuova R. - CCM Secretariat Coordinator (without voting rights, according to the Terms of reference);
  5. Expert on financial issues appointed after results of the competition (without voting rights).

2015: CCM Work plan on implementation of the oversight function for 2015 was approved on November 11, 2014.

2014: CCM Work plan on implementation of the oversight function for 2014 was approved on December 13, 2013 (minutes). The members of the Oversight Committee and the Terms of Reference for the Committee were re-approved on May 12, 2014 (minutes). In 2014, together with the New model of funding of the Global Fund, these criteria were updated and in this regard CCM should select new members of the CCM oversight committee. The current CCM oversight committee fully complies with the new criteria of the oversight committee. The oversight committee should include persons with the following skills: 1) Financial management; 2) Experience in the prevention of diseases; 3) The representative of people affected by diseases.
The oversight committee in 2014 includes:
1) Goliusov A.T - Chairman of the CCM oversight committee;
2) Amanzholov N.Kh. - key person affected by the disease;
3) Katrenova A.N. - with experience on the prevention of diseases;
4) Financial expert appointed after results of the competition (without voting rights);
5) Demeuova R. – CCM Secretariat coordinator (without voting rights, according to the Terms of reference).

2013: CCM Work plan on implementation of the oversight function for 2013 was approved on November 23, 2012 (minutes). The members of the Oversight Committee and the Terms of Reference for the Committee were re-approved on March 4, 2013 (minutes) taking into account the recommendations of the report on the results of the Global Fund grants audit conducted by the Office of Inspector General. To implement the CCM oversight function representatives of the Oversight Committee, with the participation of the CCM Secretariat in 2013 carried out oversight visits to the following 7 regions: 1) Kyzylorda regions; 2) Karaganda region; 3) Akmola region; 4) Almaty region; 5) East-Kazakhstan region; 6) Pavlodar region; 7) Astana.
The following members participated in the oversight visits:
Gailevich Roman – UNAIDS Coordinator in Kazakhstan, CCM Oversight Committee Chairman, CCM Deputy Chairman;
Amanzholov Nurali – President of LEU "Kazakhstan Union of People Living with HIV", CCM Deputy Chairman;
Katrenova Aigul – Expert of the Ministry of Healthcare and Social Development, CCM member:
Demeuova Ryssaldy – CCM Secretariat coordinator, UNDP.
The oversight committee was established on the basis of the following criteria: a representative of the state authority, a key person affected by diseases, a representative of an international organization and according to the OIG recommendations a technical expert on financial issues (without voting rights).
During the oversight visit the Oversight Committee members met with sub-recipients of the Global Fund grants according to the visit schedule, reviewed the reports of sub-recipients, conducted interviews with GFATM projects performers, identified gaps related to the implementation of the Global Fund grants; proposals have been developed to improve the quality of the services provided, as well as questions about the cooperation with the main recipients of the Global Fund grants. The oversight of grant implementation is one of the important functions of the CCM to ensure that grants are being implemented as planned and reach beneficiaries. The basic principle of oversight is to ensure efficient and effective use of resources. Oversight visits involve obtaining an overview of the grant implementation, grant management, partnership in the framework of grants and grants results. The recommendations of the oversight committee should contribute to solving the problems that block the progress of grant implementation and hamper successful realization. As a result of the oversight visits, reports with recommendations were prepared along with official letters to the relevant authorities in order to ensure the sustainability of prevention programs previously funded by the GFATM.

2011: The first oversight visit was conducted by 3 Oversight Committee members, with the participation of the CCM Secretariat under the Basic CCM funding for 2010-2011 years:
Gailevich Roman - UNAIDS Coordinator for Kazakhstan - Chairman of the Oversight Committee, CCM Deputy Chairman;
Amanzholov Nurali - President of the Public Foundation (PF) "Kazakhstan Union of People Living with HIV / AIDS", CCM Deputy Chairman;
Katrenova Aigul - expert of the Ministry of Healthcare of the Republic of Kazakhstan, CCM member;
Demeuova Ryssaldy - Coordinator of the CCM Secretariat.
Basic CCM funding: According to the work plan of the CCM Secretariat for May - July 2011 CCM elected the CCM Oversight Committee members and their alternates at the CCM meeting in Almaty on May 25, 2011 for conducting oversight visits to the South - Kazakhstan (Shymkent) and Zhambyl region (Taraz) (minutes of May 25, 2011).

Due to the CMM Secretariat work plan for May-July 2011 and the GFATM project on CMM activity support in the frame of basic funding, CMM appointed members of the Oversight committee and their alternates on May 25, 2011, in Almaty for conducting the oversight visit to the South-Kazakhstan region (Shymkent) (Minutes of May 25, 2011).
